When we owned PayPal, we had a system that allowed to see what email you placed on the item for PayPal but the access was removed from eBay.

We literally don't have the funds. If this was listed in our old system, PayPal releases the funds once tracking shows the buyer has the item.

No, I mean that proper way for you to get the $33.00 is by reaching the financial institution that has your funds and has processed your funds since 2018.

Once they release the funds in your PayPal, you can send the funds to your bank.

But the hold on the funds is From ebay. So, I am going to contact paypal and If I don't receive a prompt payment, I will seek legal assistance as I made the transaction on ebay and ebay is suppose to protect me, just like they protect buyers.

When you can reach PayPal with the PayPal transaction number and have them release the funds they are holding in a PayPal account.
